They stipulated that to open it to all EVs the other EV builders needed to contribute to its build-out and upkeep.

They have started this in Europe, but a common charging plug standard makes it easier there.
Also the Texas grant money required that charging stations be open to all and Tesla said their stations built with grant money would be.
