generally it's a combination of destination and airspace.

flights to a country with a mask mandate would probably require masks the entire time. flights from a place with a mask mandate to one without would require them until you exit the maksing country's airspace. that's how they handle countries with alcohol bans, and smoking when it was still a thing on planes.
