How many parliamentarians, or RONR nerds generally, do we have on ST?

I'm flumoxxed by finding the right Rule to support a simple statement: Rule __ states that motions take effect at the end of the board meeting unless the motion itself states the time of effect (such as "immediately" or on a particular date).

Little help here? Which Rule of RONR would you cite?

I know it's going to be amazingly obvious when I stumble on the answer, but I'm experiencing cloudy brain thinking this morning.
