You don't need dealers to do that. They are an added layer to the purchase that adds nothing but cost and aggravation.

Manufacturers should sell direct, keep lots if they are useful for driving sales.
Most manufacturers are going to move to demand driven production which saves them money. This will mean very little stock available for lots anyway. To drive sales, they'll likely maintain a test drive fleet of a few cars in a few locations and just take orders.
