Evanston, IL has outlawed them for years. Not that it's necessarily stopped them. But the major apartment company is one of the local slum landlords

Then we have condos built near the the school that are bought by parent so use while in school. But the big thing is the school built more dorms and makes a dwcent chunk of change on rent. Oh, this in Northwestern.
