A) His brother was 6-8 years older than him
B) There was animosity between them for many years
C) He was away at boarding school during the incident
D) The focus is on Picard's traumatized memory of the event, not necessarily the true reality

Ergo, it's not as big of a deal.

The real big deal is why hearing the name Renee didn't immediately make him break down (or react at all) about Rene Picard, his nephew. But maybe I'm forgetting & he did.
