You'd think, then, that ULA with its decades of experience in the field would be the lowest cost provider.

That they couldn't bother to innovate left room for a competitor. A competitor who proposed doing stuff ULA believed was fantasy. A competitor that is now eating their lunch because that "fantasy" is now reality.
