The implication is that Netflix has math that says $200 million budgets do not increase subscribers. Netflix is nothing if not pragmatic.

Yeah, Cinemark - and a lot of independents - won’t follow AMC’s and Regal’s lead. It remains to be seen if the hard line is the right approach.
