not like they were enforcing anything last couple years anyway (except murder, dui) people just load up a shopping cart and walk out...

employees are told not to interfere as the store or their insurance would be liable for any carnage. even security guards.
cops won't, can't bother for thefts under $1000 (a store priced everything 100X and gives everyone a coupon when they come in, $1000 off everything....i don't think it worked)
