This is what causes the recessions ... it's amazing how much the economy is based on emotional confidence.

people lose faith, they spend less. That drop causes legitimate contraction that needs to be offset by cuts. Which then, well, you're off to the recession races.
Him cutting pre-emptively is going to reinforce both aspect. Loss of confidence and active contraction.
