In this case movie Buzz is voiced by Evans. The toy line is voiced by Allen.
Because Woody's Roundup was a TV show, it's less unusual for the TV voice to also do the merchandising voice. Especially for a property from that era. So Hanks was the voice of both TV and toy Woody.
