it won't, if anything it will increase both

one of the sad parts about being a Texan in days past is for most you grow up poor. the easiest way to get an education is to enlist in the military and let them take care of your college. many girls in my family in the last few generations have enlisted in the air force and been chosen to go thru training at the Defense Language Institute in whatever language the US govt has need of.
