It used to be harder to not vote, but it is getting easier.

The fine for not voting has always been symbolic, and generally irrelevant if you didn't need to issue a passport.
But from a few elections back, they started making it easier to "justify" your non-vote, simply by going to a polling place, which are everywhere, as long as it was out of town. That would kill the need to eventually pay the fine.
