Britain has a unitary government, so it doesn't have the split in responsibilities between federal and state gov't

(at least, for places in the UK where government hasn't been devolved)
So there are ministers for, say, crime and policing, culture, sport which would be state (or city)-level responsibilities in the US. And also for managing relations with parts of the UK that have devolved government, like Scotland and Northern Ireland.
Also, there are Ministers who are not in cabinet - just like the secretary of the army and of the navy are not in the US Cabinet
