What if someone raised shields in the middle of teleporting a landing party? Or rescuing some folks?

Also, raising shields is a defensive measure. Depending on who the opponent is, they might take that as a sign of escalating military readiness, kind of like going to from DEFCON 5 or 4 up to DEFCON 3 or 2. Whatever the analogy, raising shields in the wrong situation is a provocative military move that could be misunderstood as aggression.
