Generally speaking, prison solves very few behavior issues either as a threat to prevent or as a punishment.

What prison is really good at us making things worse by exacerbating the situations that drive the behavior society is trying to discourage.
There are times when prison is part of an appropriate response (crimes of violence against others), but not really where drug use us concerned
