I know this is oddly specific but I think Gaga has a habit of holding her head chin down and Harley needs a chin level or up.

Making that minor change in my mind would transform her into the character as much as the costume.
I'm not necessarily a fan and didn't care for House of Gucci, but she hade a brief part of a scene where she did a little casual shimmy to some 80s music as she was walking through a room that totally embodied that character more than her dialogue did.
