there were always income limits (at least for the CA state rebate -- not a credit). but basically (1) final assembly has to be in the US and (2) no
|
sourcing your battery components -- lithium -- to Russia or China. so fuck you Elon!
fuel cells get a leg up, in my reading of the summaries, assuming the Japanese manufacturers want to keep making and can assemble them for delivery here in the states
