Ok. That first step alludes to the not secret, not elevated step is that fried / dried ramen is not fresh pasta. Cook the noodles,

get rid of ALL the water. Cook fresh water for the soup base. This isn't a pasta sauce, the soup doesn't need to stick to the noodles and you'll get rid of the excess starch / fat from the frying / drying phase

Barely health conscious, use a fraction of the packet via putting noodles in a bowl adding said fraction, add hot water to make soup. The thought being that soup base is so super concentrated that it will taste like something an cut the sodium content from like a week to a day.
