Yes. Though now the option exists to assign the credit to the dealer in exchange for a reduction in purchase price.

That’s not how tax credits work. It doesn’t matter whether or not you get a refund every year. Credit eligibility is based on your total tax liability. -- (edited)

IE: Make sure you have paid at least $7500 (in the case of EV) of tax. I probably should email our tax person and see if we need to do anything

Mostly right. I don’t know if they changed it here, but the prior credit was actually subject to the AMT floor, not the zero floor.
