Of course, you're absolutely right. But the fact of the matter is it's easiest for me to comprehend in this way.

I didn't qualify for the refund. I'd have to have reviewed my taxes carefully beforehand to know this. It's presented - consistently in the press and in car ads as "You get $#### back!" and that's simply not the case.
