"[name of country] faces poor budget management because of parliamentary members who are afraid to contradict representative ministries because of their higher ranking."

Looks like it should be 'ministers'. 'Ministry' is the equivalent is 'Department' in the US - eg Ministry of Finance = Department of Treasury -- nm - Roger More Jul 13, 09:05 13
