Quite a beurocratic screwing, the social services had to run the non prison commitment center, they built it on McNeil as the prison was there....

So they could piggy back on their security, they ran the ferry, the emergency systems, escapee alerts. That would save social services lots of money...
But less than a year after the commitment center opened the prison system closed the big high security facility, most of the staff, guards etc moved off the island.
