They'll put things in where TV viewing is up 2% compared to last month, etc...

I've never seen them say overall streaming was down. You're just flailing here. Do the math. It's almost impossible for overall streaming and overall viewership to be falling while streaming gains this much of the pie this quickly.

Streaming is obviously gaining viewership and percentages. I have no idea why you're sticking this this theory without anything to back it up.
