Yeah I think locally the best reason to avoid building up is that it blocks the sun for some people. -- (edited)

And using street lanes to fulfill a parking space requirement is an idea whose wisdom speaks for itself. Here, they would need to build structures.

Also, certain new developments like this would be coupled with a requirement to build a certain amount of low-income housing (it doesn't sound like this development is low-income).
