I’m not sure that’s the driver for high prices - in Australia, Canada etc full fee paying foreign students make it cheaper for locals to go to

university

I think the bigger cause would be the link between a degree and higher future income means that universities - especially the elite ones - can charge higher prices, hire the biggest names to teach there, build the fanciest facilities etc.
