I think that when jurisdictions do this they're targeting out-of-jurisdiction drivers, who have no way of knowing the penalty for the violation.

Unless there's signage indicating penalties (which I can only recall seeing for construction zones), the penalty isn't a deterrent if the driver is uninformed.
