Yes, a loan to help businesses retain employees when they can't maintain staffing costs after revenues have slumped.

Businesses that have to close down a physical location, or who have fewer customers visit it, or who have to use it less efficiently because their workforce has to socially distance, earn lower revenues than before.

Businesses that didn't experience a fall in revenues didn't need a PPP loan to keep paying their employees.
