Not sure if these documents were the ones stored in his desk drawer instead of in the "locked" room.

The reason his passports were seized was because they were just thrown in a desk drawer with classified material. Photos of the drawer and it's contents were taken and everything in it taken as evidence to show how little care he was taking in keeping the documents secure.

This is serious, serious felony territory.
