From my personal observations as a part time parent, a lot of it falls on the schools and government for not at all being prepared.

My GF's oldest is a bright kid. He has some ADD but a lot of it fell on the teachers and schools having no idea what to do. And I don't mean initially. That was of course crazytown time. But even the next year the schools still didn't have things in place that needed to be. Often because the city/states didn't fund them and help get things in place.
Sure a lot of kids need the structure of school. 100%. Kids are often dumb, dirty little germ factories. But some are extremely bright and I know some that excelled with at home schooling.
