In response to "I've just formulated a theory that open plan offices were/are prevalent because of (drumroll please) NCIS." by Beryllium

My agency has 250-500 people depending on staffing levels. Then we are broken down to groups.

Supervisor, Assistant Supervisor, Team Lead (me) and then maybe 10-15 analysts, 2-3 office assistants, plus a MD and/or psychologist.

Each unit is in it's own "room" but the only people with offices are Sup., A. Sup, MD/PC. I'm sitting in a vacant office. Every one else is in cubicles. At least they are the call ones, but still you hear everyone else's phone calls when in the office.
