I'm just a tourist but when we've been there we went to the Rockefeller Center deck. A bit cheaper and shorter wait lines.

When I was a kid we went to the 102'nd and it's pretty cool because its so small. As you've probably seem there's a cost premium to get up there.
And the NPS website says the Statues of Liberty crown is "currently closed"
