I hope it passes so I can collect some extra cash as I ride and walk between my dog walks. We already have this for idling cars and trucks.

You have to take a 3 minute video with some criteria like having the plate in the video and it needing to be time stamped among other things.
Cars parked where they don't belong should be something handled by the authorities but if they can't or won't do it then this should be of some help.
