It's a ridiculously reductionist way of dealing with humans and problems rooted in emotion.

I honestly don't think he sees it as aggressor/victim, but as equivalent sides who both want peace and he thinks there's a middle ground somewhere that lets both sides "win". That's such a fundamental misreading of the situation and it is frustrating as hell because he has outsized influence.
