Does the Taco Bell $28 include tax?

Because I am pretty sure I COULD eat 8 steak soft tacos and a drink pretty easily. I wouldn't, because the whole goal of taco bell is to just eat cheaply, though I know I've downed 4 or 5 pretty easily before.
