Possibly? If I had to guess, I'd say it's either quisling cowardice or brilliant political strategy.

The callous contingent of the Republican Party has always tried to kill off Social Security in any number of ways. This could be the ticket for them, though.
It's kind of a brilliant political strategy: "No, no! I'm not saying we need to *end* Social Security. I'm just saying we should have a good reason to continue it."
If he's successful, Johnson could flip the argument back on progressives and whoever remains among the "compassionate conservatives" who still support Social Security, Medicare, etc. Instead of arguing about "Why should we end Social Security?" he could end up framing the argument as "Why should we continue Social Security?" by the Presidential Election two years from now.
