While i don't necessarily agree with him, I see the reasoning. In theory, the harassers would not be anonymous either. Right now you have a one way

anonymity that leads to a lot of the problems we see on social media.
This only applies to the US, though, as pointed out by others. I've been places where I know I can say things the locals can't out of fear and that's when it breaks down.
