Yes. When people say something sucks, it generally means it has poor UX.

It's commonly confused with "design". But user experience design is different from product design/other areas of design.
The main reason it's different from regular design is that something that has a rock-solid user experience can also still be ugly as fuck.
And something that is so pretty that it makes your eyes water can also be functionally un-fucking-usable because of bad UX choices.
