Reagan's reasoning was it would cut down on deaths of kids driving across state lines. I was at the University of Idaho at the time, Washington State

University is seven miles away. If there were going to be deaths because of kids crossing state lines, you'd think it would be there.
But there weren't any. Either Wazzu kids are smarter than most (of which I've seen no evidence) or Reagan was making a solution to a problem that didn't really exist
