There were deaths in Illinois (21) from kids crossing the line to Wisconsin (18).

Btw, my favorite complaint about "That 70s Show" is why the heck did they go to Canada, a long way either way, to get beer when it was 18 in Wisconsin at that time (I think). They're still pretty lax and 19-20 can drink in the company of a "responsible adult".
