That's how it is supposed to work. The current reality is that the actual cables, while having the universal USB-C connector, are not all the same -- (edited)

So to extend the Meryl Streep analogy, if you're lucky enough to have the actual Meryl Streep / an across the board USB-C cable, then you can use that cable across all uses.
The current reality is that there are a bunch of USB-C cables that all generally look the same as in that they're a cable with USB-C connectors on each end. So you buy cable and it turns out that it's the equivalent of Winona Ryder which is great if that's what your movie / show needs but isn't going to get it done if you need the across the board excellence of Meryl Streep
