I had so many fights with Senate Disbursing about tipping, even after I stopped claiming any tips at all.
"Your expense reports lists a tip of $7.00, approximately 23% of the bill. Senate policies limit tipping to 20% maximum."
"Yes, but I requested only reimbursement of $30.50 for the meal. I didn't request reimbursement for this very reason. I'm tired of arguing with you people over 'proper' and 'appropriate' tipping amounts."
"Please resubmit your expense report with proper and appropriate tipping amounts listed for each meal."
