There are two timelines.
The year 2100 timeline used an unknown quantum technology to reach back and contact the year 2032, which immediately created a "stub", a second timeline 70 years apart - but both are moving forward at the same rate.
Changes in the stub don't affect the primary timeline, because they occupy parallel universes.
And everything got fuuuucked in the primary timeline (not related to the time travel... though technically that possibility has never been explored in the books). 7 billion people died, and the world had to be rebuilt from scratch - with an entirely different system of governance (as explained by the toast).
That's the setting. An explanation of motives would require more paragraphs.
