Here if you build an apartment building or complex, you have to have 4% inclusionary housing (lower cost) in your development OR pay a pretty hefty

fine. We have new construction all over town and every single building has opted to pay the fine rather than allow one or two units to be rented to no students/nonelites.

The thing is that there's always going to be a way to buy out of legislation. And developers will always take it.
