Since he returns to China's 'bad air' I think he's trying to say their cars pollute and America's cars don't and the environment is China's fault

and we can't afford to kill our low polluting oil industry by trying to chase some clean energy plans when China's cheating.
Even trying to parse it out like that sounds stupid.
