I'm no fan of Ticketmaster but shouldn't the blame game focus on The Swift Tour promoter, AEG? In my simplistic mind

the promoter books the venue therefore controls the tickets. Seems they would tell TM you have XXX amount for fan presale, XXX for credit card presale, XXX for general public. If there's truly no tickets left for public sale, where did they go? I can't see TM selling tickets they don't have.
Is the real issue AEG released too many for presale or are they holding them back? Or is AEG screwing TM which is owned by their promotion competitor, Live Nation?
OK, now I sound like a conspiracy theorist.
