If it's currently inhouse then outsourcing it can be complex since data formats can be different
Plus there are lots of factors like insurance and 401k and their providers and payments
No way a company of 7500 can do it in less than months let alone by next pay
If it's already outsourced then it's much easier and they just need someone with 1/2 a brain to do the data processing for the file transfer to the provider.
One of my clients (around 500 lives) recently outsources their inhouse payroll and it took them 6 months to get all the integration done and working with their new payroll provider
