I used to work for Big Payroll and I guarantee Twitter doesn't do it in house. That said, HR staff is needed to submit the information to the provider

If there's no one to hit "send", that's a problem.
I'd guess most are salary (exempt) so those checks would be pretty much automatic. Where it would be complicated is any hourly employees (non-exempt), new hires (ha ha), terminations (salary are paid automatically unless you tell the system not to, like if they've been termed), and severance pay.
So yes, a payroll person is needed but the payroll provider calculates the taxes and distributes the net to the employees (live checks or direct deposit).
