Anyone ever experience a cursor erratically jumping around on screen even when not touching the mouse?

This is on my laptop. I've rebooted, unplugged usb connections, changed the mouse to a new one, cleaned the table surface and it's still happening. Not jumping all over the screen, but enough in a small area that trying to x out of a browser is very difficult to catch the right spot.

Reducing mouse pointer speed seems to help but then slows the mouse too much.
