I'm not sure I agree with you here. While the EOD has the third entry as [only before noun] (especially of small things) with a lot of decorations or -- (edited)

or bright colors it does use the example: He was the fanciest dresser in the room.
With that definition I'm not sure anyone would think that person was in a costume.
The other definitions of fancy have to do with it being expensive, intended to impress and of high quality.
I think they're using fancy in a loose way which is fine but it throws me off every time I hear it.
